Dear Mr. Routten
Pursuant to your correspondence dated October 6, 1992 Colowyo
has agreed to your suggestion and will modify the blasting report
forms with the inclusion of an explanation of the symbols used to
identify the blasting pattern sketches. These modifications have
also been made to the last years records as well.
Colowyo continues to maintain that the inclusion of the
explanation of the symbols to the blasting report does not
constitute a failure to comply with Rule 4.08.5(7). These symbol
explanations merely aid the reader in recreating the blast from the
information contained on the report. The information contained with
the blasting record and within the Permit era sufficient to ensure
that each individual blast can be recreated thus, meeting the
requirements of the regulations. A copy of an example modified
blast report is included herein far your information.
We also believe that not only do the records contain all of
the required information but since the only time they are reviewed
is at the minasite there will always be a person on sight who can
provide answers to any questions an inspector may have about a
particular blast. 2 believe this was quite well demonstrated when
we visited the operations personnel on the day of the oversight
inspection. You will recall that Keith Bockleman and George Back
were quite capable of answering all of your questions from the
information contained on the blasting reports.
In addition, we have also researched past OSMRE review of
Colowyo blasting records. It is interesting to note that as far
back as November, 1983 OSMRE has reviewed our blasting records and
have found the blast pattern sketches acceptable. oSMRE has
reviewed the reports on numerous occasi.r~s since that particular
comprehensive review and have noted no problems with the blast
pattern sketch and associated information necessary to recreate the
