<br />Timelines <br />5-14-91 Colowyo submitted application for permit revision and <br />renewal. Carl mount was lead specialist. <br />10-4-91 PR-01 Preliminary Adequacy Review. Hydrology <br />specialist Joe Dudash requested that Colowyo justify <br />curve aumbera used and delineate the drainage area for <br />the Prospect Pond sad South Collection Ditch. Joe <br />stated that he was still reviewing BEDCAD runs for <br />Prospect and West Pit Ponds. <br />12-5-91 PAR responses from Colowyo did not include the <br />hydrology information requested above. Joe Dudash <br />still reviewing original SEDCAD runs for Prospect and <br />West Pit Ponds (memos dated 12-26-91). I took over as <br />lead specialist at this time. Carl Mount left for <br />Minerals Program. <br />1-7-92 Jim Riqer told me over the phone that responses to the <br />Division's outstanding hydrology concerns would be <br />received by 1-21-92. <br />3-23-92 Memo to Jim Riqer of Colowyo updating them on what I <br />thought the status was of the Division's adequacy <br />concerns (including needed bond and hydrology <br />calculations). <br />4-16-92 After meeting with Division, revised Exhibit 7, Item <br />8 was submitted to Division including revised <br />calculations for the Prospect and West Pit Ponds. <br />Division begins writing findings document for PR-01. <br />4-28-92 TR-19 was submitted by Colowyo in order for the <br />operator to construct the Prospect Pond and begin <br />stripping of topsoil. Copy of BEDCAD run for Prospect <br />Pond by Rent Gorham sent to Colowyo along with <br />specific adequacy concerns from Juaa Garcia's 4-16-92 <br />submittal. <br />5-26-92 The Division decided to approve both the permit <br />revision and TR-19 despite the fact that bonding and <br />hydrology issues had not been resolved. A suggestion <br />that the permit be stipulated was rejected. A page <br />was instead inserted into the permit that stated that <br />hydrology issues related to the Prospect and West Pit <br />Ponds were not resolved and would be resolved by <br />August 30, 1992 (this was later revised to October 30, <br />1992). These issues were never resolved to the <br />Division's satisfaction: <br />"CMLRD sad Colowyo have agreed to a joint effort <br />to model Colowyo's Prospect Pond [and West Pit <br />Pond] watershed in order to resolve modeling <br />
