The leak detection system should also be measured. Frequ ncy of
measurement should depend on the quantity of fluid avails le.
Measurement should include an accurate account of the amo nt of fluid in
the leak detection system.
8. A. Douchane's 11-point Response to J. Pendleton's April 5, 199 Letter
c. Appendix IV.
-5-

Apr.i'. ~q, r;aZ
Mr. Shutt says the water in the ponds is recycled at 100 gpm and
therefore it will take 21 days to recycle. However, we v~ere told that
the pumps in the collection pond recycle at 350 gpm. Doels this mean it
will take 3 times as long to complete the experiments. Afire we looking at
six Z1-day cycles as opposed to two 21 day cycles? Thisneeds
clarification.
Item 2 under modus operandi says a screw conveyor will beiinstalled when,
in fact, the operation is dumping the material in by hand..
d. Appendix V.
a
b
c
Item 1.
The attached work schedule for Tailings Area Security covers only January
and February.
Douchane says the free cyanide levels have dropped below ~0 ppm in the
tailings ponds, but the results are in dispute. I can't 'ee how a
security fence around the tailings dam would protect anyo e from
anything. This must be a misprint. I cannot support sus ending the
wildlife security around the ponds until we are certain o the free
cyanide levels and know more about the synergistic effectp of cyanide
compounds and WAD copper.
Item 3.
I support establishing the Practical Quantitation Limits fPQL) and
Method Detection Limits (MDL> for each of the sample type6 as recommended
by Adrian Smith.
I support testing for fewer components in the monthly sam ling than are
now tested. However, given all of the other material tha we need to
digest, I see no need to consider this immediately. I do not support
analyzing only for copper as the key indicator. We have een assured
that copper exists only in a small portion of the ore bod and that it
will be mined out fairly soon. What happens when copper s no longer a
problem? BMG will need to analyze more than cyanide and Topper.
Item 6.
This item fail; to commit to providing a plan for interce ling,
Containing, ans ~eme;~ating impactea ground water, surf ac water and Soil
as require:' .. .`n ~~~ "~`:n': letter.
