5.1.1.8 Conoco Light Oil (or alternatively Total Petroleum Light Cycle Oil)
•
Not currently (May 2004) used onsite due to standby status of the mine.
Description: Conoco Light OiI is a milling reagent used in flotation processes.
Location: Oil tank house north of the Mill Building.
Spill Potential: Very low inside oil tank house; moderate at fill station inside Regrind Tunnel
where it's off-loaded. The fill station is located adjacent to the reagent vault. The fill station has
been decommissioned.
Potential Volume Spilled: 16,000 gallons if full tank spilled in oil tank house. Currently (May
2004) only a small quantity of residual material exists in the tank.
Prevention and Control: The 16,000-gallon pine oil tank is located in a large concrete vault
(82,000 gal capacity) below grade in the oil tank house. This vault easily could contain the entire
stored volume of Conoco Light Oil. A floor drain connects with the mill process line should a
spill occur. Spills of Conoco Light Oil at the unloading hose in the Regrind Tunnel can be
prevented by operator caze and making sure connections aze secure between tanker and hose
coupling.
• Countermeasures: Small spills in the oil tank house can be cleaned up with floor dry and
shovels. Lazger spills will require sorbent booms and floor dry. In the Regrind Tunnel, small
spills wilt be absorbed by floor dust and loose material comprising the road surface. Oi] stained
dust should be scooped up with a shovel and disposed of properly. Lazger spills will be
controlled by sorbent booms or dikes. Contact the Environmental Department for proper disposal
methods (most likely the Climax landfill).
Nearest Clean-up Equipment: A spill kit is located in the west end of the mill building.
Visual Inspections and Integrity Testing: The oil tank house and the hose and coupling in the
Regrind Tunnel aze checked daily during mill operations; monthly otherwise,
Reporting: All spills of Conoco Light Oil which threaten waters of the State of Colorado aze
subject to the requirements of Sections 4.2, 4.3, and 4.4 of this SPCC Plan. All spills of 5
gallons or more should be reported to the Environrental Department by using the "Spill Incident
Report" form given in Appendix 1.
Conformance with Applicable Requirements: Since no Conoco light oil is in use [at the time
of this writing (May 2004)] the facility is in conformance with applicable regulatory
requirements.
LJ
21
