5.1.1.4 Dowfroth 250 <br />Not currently (May 2004) used onsite due to standby status of the mine. <br />Description: Dowfroth 250 is a frothing agent in the milling process. <br />Location: Oil tank house north of the Mill Building. <br />Spill Potential: Very low inside oil tank house; moderate at fill point inside Regrind Tunnel <br />where it's off-loaded. <br />Potential Volume Spilled: 16,000 gallons if full tank spilled in oil tank house. As of May 2004 <br />only small amounts of residual remain in the tank. <br />Prevention and control: The 16,000-gallon Dowfroth tank is located in a large concrete vault <br />(82,000 gal capacity) below grade in the oil tank house. This vault easily could contain the entire <br />stored volume of Dowfroth. A floor drain connects with mill process lines should a spill occur. <br />Spills of Dowfroth at the unloading hose in the Regrind Tunnel can be prevented by operator care <br />and making sure connections aze secure between tanker and the hose coupling. <br />Countermeasures: Small spills in the oil tank house can be cleaned up with floor dry and <br />shovels. Lazger spills will require sorbent booms and floor dry. In the Regrind Tunnel, small <br />• spills will be absorbed by floor dust and loose material comprising the road surface. Oil stained <br />dust should be scooped up with a shovel. Larger spills will be controlled by sorbent booms or <br />dikes. <br />Nearest Clean-up Equipment: A spill kit is located in the west end of the mill building <br />Visual Inspections and Integrity Testing: The oil tank house is checked daily and the <br />unloading hose and coupling are checked daily during mill operation. Checks aze made monthly <br />when the mill is shut down. The Dow Froth 250 Tank was subjected to an integrity and "in- <br />service inspection" by Conam Inspection Inc. on July 18, 2000. Results of the inspection aze <br />provided in Appendix 5. <br />Reporting: All spills of Dowfroth 250 which threaten waters of the State of Colorado are <br />subject to the requirements of Sections 4.2, 4.3, and 4.4 of this SPCC Plan. All spills of 5 <br />gallons or more should be reported to the Environmental Department by using the "Spill Incident <br />Report" form given in Appendix 1. <br />Conformance with Applicable Requirements: Since no Dowfroth oil is in use [at the time of <br />this writing (May 2004)] the facility is in conformance with applicable regulatory requirements. <br />However, Conam recommended that this tank should be cleaned and re-inspected prior to <br />putting it back in service (Conam Report, July 18, 2000). <br />• <br />17 <br />
