Gunnison ermit ision - Construction of Equipment Storage Bench - <br />Adequacy Res ns <br />Pursuant to your request, I have reviewed West Elk Coal Company's <br />March 27, 1984 response to our adequacy comments regarding the proposed permit <br />revision to construct an equipment storage bench east of the No. 1 Portal at <br />their Mt. Gunnison No. 1 Mine. <br /> <br />Their submission contains a stability analysis which investigates both the <br />effects of placement of the proposed fill upon the existing landslide mass and <br />the facial stability of the fill Itself. This analysis 1s prepared in <br />accordance with the prudent state-of-the-art of embankment stability <br />analysis. The analysis determines that the fill achieves a static slope <br />safety factor of approximately 1.6, with insignificant projected effects upon <br />the overall stability of the large portal-area landslide mass. Two procedural <br />problems remain: (1) the site plan map is not certified, and (2) the analysis <br />is signed by a professional engineer registered to Utah. <br />In order to comply with Colorado revised statutes CRS 12-25-103(3) and <br />CRS 12-25-118(2), the analysis and map must be signed by a professional <br />engineer registered to practice within the State of Colorado. If Mr. Ramus <br />also possesses a registration in Colorado, he should affix the proper stamp <br />and registry number to the stability analysis. If not, a properly registered <br />professional engineer should review and certify Mr. Ramus' analysis. The site <br />plan map should, likewise, be properly certified. <br />The amended permit revision app]icatlon also alleviates my earlier concerns <br />regarding final disposition of the approximately 5,050 cubic yards of <br />underground development waste temporarily stored in the equipment storage <br />bench. The amended revision commits to removal and disposal of the waste <br />material within a properly approved waste disposal structure. <br />Finally, the amended revision commits to certification of the fills placement <br />and construction by a registered professional engineer. Please forward the <br />certified report of this inspection to my attention upon its arrival.
