There is <br />11 apparently a sense that if the Tatums go out and <br />12 they get a civil court judgment and that judgment <br />13 says that Basin caused damage and Basin has to pay <br />14 the Tatums, then the Tatums want to preserve their <br />15 ability to come back to the division and the board <br />16 and say -- in the event that Basin refuses to pay <br />17 the judgment, Basin won't pay the judgment. We <br />18 need you to make them. <br />19 I guess the question I have before I go <br />20 any further is I don't -- this is in an area that I <br />21 don't understand. If a private citizen goes out <br />22 and gets a court judgment that says a coal mine <br />23 caused damage to my property and now they won't pay <br />24 me for that damage despite the Court telling them <br />25 they have to, what can the division do -- what is <br />
