These modifications have <br />also been made to the last years records as well. <br />Colowyo continues to maintain that the inclusion of the <br />explanation of the symbols to the blasting report does not <br />constitute a failure to comply with Rule 4.08.5(7). These symbol <br />explanations merely aid the reader in recreating the blast from the <br />information contained on the report. The information contained with <br />the blasting record and within the Permit are sufficient to ensure <br />that each individual blast can be recreated thus, meeting the <br />requirements of the regulations. A copy of an example modified <br />blast report is included herein for your information. <br />We also believe that not only do the records contain all of <br />the required information but since the only time they are reviewed <br />is at the minesite there will always be a person on sight who can <br />provide answers to any questions an inspector may have about a <br />particular blast. I believe this was quite well demonstrated when <br />we visited the operations personnel on the day of the oversight <br />inspection. You will recall that Keith Bockleman and George Back <br />were quite capable of answering all of your questions from the <br />information contained on the blasting reports. <br />In addition, we have also researched past OSMRE review of <br />Colowyo blasting records. It is interesting to note that as far <br />back as November, 1983 OSMRE has reviewed our blasting records and <br />have found the blast pattern sketches acceptable. OSMRE has <br />reviewed the reports on numerous occasions since that particular <br />comprehensive review and have noted no problems with the blast <br />pattern sketch and associated information necessary to recreate the <br />
