Were these <br />materials recompacted to achieve the 90% density? <br />(2> On June 24, 1992, the report notes that the technician observed the dam <br />site for Pond 005. "The site had been cleared of top soil and vegetation <br />and crews were cutting into the natural soils for the key way. The <br />natural soils underneath the proposed fill were also being recompacted <br />with a CAT 815. One area of soft, saturated natural soils was noted by <br />the operator's near the downstream toe of the fill. We recommended that <br />this area be stabilized prior to fill placement." <br />I realize that this observation deals with the embankment construction <br />for sediment pond 005 and not specifically with the construction and <br />certification of Haul Road G. Therefore, my concern may have been <br />addressed in the separate certification documentation for Sediment <br />Pond 005. However, under one topic or the other, Seneca should address <br />whether this problem was investigated, found to be a problem, and what <br />remedial treatment was employed. <br />(3) On the following day, June 25, 1992, another observation is included <br />addressing the excavation of the keyway for Sediment Pond 005. On this <br />instance the technician relates observing sandstone bedrock encountered <br />in both the north and south ends of the keyway trench. The report <br />included a recommendation "to scarify and recompact the base of the <br />keyway, prior to placing any fill". Again, as above, this topic may be <br />addressed in the Sediment Pond 005 certification documentation. However, <br />in one report or the other, Seneca should document whether the <br />recommendations were implemented. <br />(4) On July 8, 1992 the technician observed some soft spots between stations <br />62+00 and 67+00 "as evidenced by significant pumping and cracking of the <br />road Surface". Seneca should address '.what remedial treatment was <br />employed and whether the area was retested. <br />Once again, I would like to commend Tom Wainwright and Northwest Colorado <br />Consultants for the clarity and thoroughness of their format in this <br />certification report.
