This may be due to the fact that the Division had inadvertently provided <br />Colowyo with example language from a "pre-law" mine for which cover was the only <br />applicable standard. Second, the reference at the end of the paragraph to "other <br />procedures that are as affective as the Division's recommendations" renders the <br />entire paragraph essentially meaningless. The Division suggests the following <br />language: <br />For demonstration of revegetation success, vegetation cover, herbaceous <br />production, and woody plant density will be sampled to statistical adequacy, <br />and compared to the approved reference area (cover and production) or <br />standard (woody plant density). Statistical adequacy will be demonstrated <br />using the appropriate formulas as recommended in the Division's current <br />bond release guideline. Before Colowyo begins a vegetation sampling <br />program for bond release, we will meet with the Division to discuss and <br />confirm sampling approaches and statistical testing, and plans will be refined <br />if necessary through appropriate revision of the permit. <br />4. Colowyo updated the reclamation cost estimate as requested by the Division. The <br />Division was unable to locate the updates associated with TR-31, TR-33, MR-31, <br />MR-34 and MR-35 which total $333,430.59. Please inform the Division as to the <br />location of these updates in the estimate, or revise the reclamation cost estimate to <br />include these revisions. <br />The Division's decision due date regarding this revision is August 4, 1996.
