1.0 INTRODUCTION <br />• ', <br />1.1 Back rg ound <br />This document is being submitted by Cripple Creek & Victor Gold Mining Company <br />("CC&V") as an application for Technical Revision No. 43 ("TR 43") to Mined Land <br />Reclamation Permit M-1980-244 for the Cresson Project. The last significant permitting <br />activity by CC&V for the Cresson Project was Amendment No. 8. The Mined Land <br />Reclamation Board ("MLRB") approved Amendment No. 8 on August 23, 2000. An <br />azea approved [o be mined under Amendment No. 8 is the East Cresson Mine. This <br />technical revision is for a minor extension of this mine, referred to as the East Cresson <br />Mine Extension ("ECME"). The ECME involves mining of ore and overburden, <br />backfilling of the surface mine, and subsequent reclamation. <br />The proposed ECME meets the requirements of a technical revision to Permit M-1980- <br />244 since 1) the proposed affected azea is entirely within the affected area approved and <br />pertnitted by the MLRB for Amendment No. 8, 2) there is no significant change to the <br />approved reclamation plan, and 3) there is no significant change to the Environmental <br />Protection Plan ("EPP"). <br />A total of 4,184 acres of affected azea was approved by the MLRB for Amendment No. <br />8. This affected area is contained within a permit boundary encompassing 5,847 acres. <br />• Financial wan•anty for areas affected to date under Amendment No. 8 has been posted <br />with the Division of Minerals and Geology ("DMG") in the amount of $41,253,873. This <br />financial warranty is provided as surety for reclamation of major project facilities (e.g., <br />overburden storage azeas, crusher, Valley Leach Facility ("VLF"), process facilities, <br />maintenance facilities, etc.) and for reclamation of affected acreage for activities ancillary <br />to major project facilities. The proposed ECME is within the Amendment No. 8 permit <br />boundary and will occur within the total affected acreage of Amendment No. 8. <br />The post-mining land use approved for Amendment No. 8 is for wildlife and livestock <br />grazing. The approved mining plan anticipates backfilling of the East Cresson Mine <br />during the life of the Cresson Project, while mining in other approved surface mines <br />within the Cresson Project. Following mining, the area is proposed to be reclaimed for <br />wildlife and livestock grazing. CC&V anticipates that the ECME azea will also be <br />backfilled during the life of the Cresson Project comparable to the remainder of the East <br />Cresson Mine. Moreover, the proposed post-mining land use for the ECME, described in <br />detail later in this document, is also for wildlife and livestock grazing. <br />Finally, an EPP was approved as part of Amendment No. 8. This TR 43 deals solely with <br />the extension of an existing, approved mine, the East Cresson Mine. This proposed <br />activity will not require a modification to the approved EPP. <br />t~ <br />
