1

1

Eva(uanon oJReclammYon Succrrs for Phone if Bond Retrace
SOIL EROSION CONTROL
On September 30, 1991, Kaiser submitted Technical Revision No. 12 for permit C-81-024 to the
CDMG. The revision described the analysis used to demonstrate that the reclaimed CCM ~/1
Mine is not contributing more sediment to Gordon Arroyo than was the situation prior to mining
disturbance. Kaiser's analysis was conducted using the SEDCAD+ software package. The
CDMG approved Technical Revision No. 12 on January 22, 1992. The ponds and associated
ditches were removed in February 1992. To date, no erosion problems have been encountered
on the reclaimed areas.
LOGIC FOR PHASE II RELEASE
Kaiser believes that the requirements for Phase II release at CCM N1 have been met to the intent
of the regulations and requests Phase II bond release. These requirements have been met as
follows:
1. Topsoil depths have been verified as being replaced according to the approved reclamation
plan.
2. Vegetative cover of the disturbed area is within 90 percent of the cover of the reference
area.
' 3. Sedimentation from the site has been controlled and the CDMG has approved the removal
of the sedimentation control system. No erosion of the site has been observed since the
ponds have been removed.
4. Species diversity is progressing toward the standard and contains a mixture of all the
required components.

1

1
5. Establishment of perennial cool-season and warm-season grasses, fortis and shrubs
provides conclusive evidence that a permanent, self-sustaining vegetative cover is present
within the disturbed area.
' bond.OST06J.1996~Scp¢mEcr IJ. 1996 6
