T:ze technical <br />revision (No. 92-14), once approved, will allow for~the undermining <br />of portions of Fish Creek and its associated alluvial valley floor. <br />As presented in the revision materials, TCC does not believe the <br />alluvial valley floor will be materially damaged so that <br />agricultural activities are discontinued, precluded or damaged. <br />The proposed mining area was visited on April 29, 1992 by Messrs. <br />Berry, Gorham and Pendleton from the MLRD. I believe the site <br />visit provided a better understanding of the character of the <br />alluvial valley floor, and its insignificance to the overall scope <br />of ranching in this area. The valley is narrow with significant <br />meandering, which precludes the development of any flood irrigation <br />system. The dominance of sagebrush and Kentucky bluegrass <br />indicates that subirrigation is not a significant r:ontributor to <br />the functioning of the valley floor. <br />The following paragraphs will serve to prov:.~ie background <br />information on the proposed mining operation a~:id the various <br />studies that have been completed to predict mining impacts to Fish <br />Creek and its associated alluvium. As stated ib;ve, TCC has <br />demonstrated that mining can occur within the alluvial valley floor <br />and be in compliance with the rules and regulations of the Colorado <br />Mined Land Reclamation Division. <br />The approved mine plan includes room and pillar mining, continuous <br />miner development mining and longwall mining. Longwall panels are <br />approximately 625 feet wide, operating under approximately 1,100 <br />feet of cover to extract 8.5 - 9.5 feet of coal. Tlfe panel width <br />may be extended to approximately 840 feet in pane.L 6 and those <br />planned for the southwest mining district.
