Teller Street <br />Lakewood, CO 30235 <br />RE: Conditional Technical Revision Approval, Morrison Quarry. Permit No. M-73-021 <br />Dear Mr. Reefee <br />On Febmary 26, 1999 the Division of Minerals and Geology approved the technical revision 7R-02 application submitted to the <br />Division on January 27, 1999, addressing the following: <br />Design (or the construction of an engineered fill slope that will he buih to both incorporate byproduct materials generated <br />at the quarry and mitigate existing visual impacts from old highwalls in the SW comer of the North Quarry area from early <br />mining at the site. <br />The terms of technical revision no. TR-02 approved by the Division are hereby incorporated into Permit No. M-73-021. The <br />conditions of the Division approval are listed below. Please note that all other provisions of Permit No. M-73-021 remain in full <br />force and effect. <br />Condition No. 1 <br />The Operator will update the Division on the construction schedule for (oundauon preparation and outlet drain installation as <br />appropriate. Upon completion of the rock fill at the toe of the engineered till slope. the Division will be notified. Upon the <br />Division's receipt of the notification, the rock fill will remain exposed for inspection anJ uncovered by any other till for a minimum <br />of ten working days. If the Division does not inspect the site within this time penod, the Operator may proceed with construction of <br />thr. engineered fill slope and may cover the rock fill. The same procedure and time frames will apply to the installation of the outlet <br />drain. <br />Condition No. 2 <br />The Operator will conduct appropriate laboratory shear strength testing of the zone B till mixtures consisting of 50 percent and 30 <br />percentjade air fines. If the shear strength of these fill mixtures is less than the values that were used in the stability analyses <br />submitted with technical revision TR•02, then the stability of the engineered (ill slope will be reevaluated and the slope design <br />m~tdi(ied as appropriate and if necessary. The Operator may proceed with construction of the engineered fill slope pending the <br />completion of the additional shear strength testing, but may not place any zone B material until the additional testing is complete, <br />and the results and any design modifications have been reviewed and accepted by the Division. <br />If you have any questions, please contact me. <br />Sincerely, <br />Allen C.
