While continued data collection <br />may eventually result in an acceptable generalized or average water budget for <br />the drainage basin, the degree of refinement required to distinguish between <br />natural and mine related potential water losses for specific surface water <br />resources seems unrealistic. <br />Zn the alternative, CnVCC advocates the continued pre-mining aryl post-mining <br />monitoring of site specific surface water and groundwater resources within <br />those areas potentially influenced by mining and related subsidence phenomena. <br />Ct~VCC recognizes this suggested change in permitted monitoring practice must <br />be addressed as a technical revision and will pursue the el~m;nation of <br />evaporation pan monitoring formally through the technical revision application <br />process. <br />Itan 2: Please submit a letter responding to the concerns raised by Kent <br />Gorham (MIRD) in his A.H.R. review letter dated October 29, 1991. <br />Response 2: A response letter to Mr. Gorham has been submitted. <br />Item 3: Please provide a Dopy of the West Roatcap Creek water quantity <br />monitoring plan that was submitted by GWI to satisfy Stipulation No. 5 of the <br />1985 Findings (currently Stipulation No. 30). Please indicate whether this <br />plan was implerented and, if not, provide an explanation. <br />Response 3: A copy of the West Roatcap Creek water quantity monitoring plan <br />is included in this submittal. The plan was submitted in response to <br />Stipulation No. 6 of the 1985 findings (currently Stipulation No. 31). The <br />plan was implemented as detailed with the exception of the station designation <br />remaining SW-9 as opposed to being changed to SW-13. Three years of flow data <br />from the new diversion have been collected. No changes in dater quantity are <br />evident to date. <br />Item 9: Please submit a technical revision which provides a concise table <br />of all groundwater, surface water, mine inflow, and subsidence monitoring <br />stations. <br />Response 4: In accordance with this item and COVCC's desire to reduce the <br />extent of the hydrology monitoring program, a technical revision application <br />is being assembled and will be submitted under separate cover. ~VCC <br />respectfully requests that an extension be granted for responding to this <br />item. COVCC anticipates submitting this TR by 4/30/92. <br />Item 5: Please submit a minor revision to exclude the references made to <br />the rock slope tunnels that were to be driven under the fire area of the <br />Orchard Valley portals. <br />Response 5: While it is unlikely the planned development of the rock slope <br />tunnels will be pursued, ~VCC would prefer to postpone removal of this <br />
