Sandy Emrich <br />Mined Land Reclamation Division <br />423 Centennial Building <br />1313 Sherman <br />Denver, CO 80203 <br />Dear Ms. Emrich, <br />On June 15 and 17, 1983, you examined areas at the Edna <br />Coal Aline which PF,A1 requested bond reduction on. Your report <br />listed problem areas which PF,A1 needed to evaluate and develop <br />stabilization plans. These areas are discussed below. <br />• The slumping area on the east side of Center Ridge was <br />caused by pre-law mining activity. During the 1950's, when the <br />area was first mined, spoil material was cast over the east side <br />which created the instability. Enclosed is an aerial photo from <br />1962 which clearly shows the instability existing before any <br />reclamation laws and before Center Ridge was remined in the 1970's. <br />Pf~A1 feels there is no effective way to control slumping on such a <br />steep slope iaithout causing greater instability and environmental <br />damage to the surrounding terrain. Since the slump is a result <br />of pre-law activity, PF,M is not liable for this condition. In <br />this case, it is better to leave the slump as is, as opposed to <br />creating a bigger disturbance trying to .f ix it. <br />On the east side of Center Ridge is a small draw which has <br />an intermittent gully.' Parts of this drainage are very stable <br />with vegetation established within it. In the areas where the <br />gully is over nine inches deep, PAM purposes installing silt <br />fences to retard the flow of runoff. Over time, as the fences <br />fill with silt, vegetation will reestablish itself. <br />1Vest of the shop area are several gullies that formed when <br />runoff broke through some contour furrows. The mine 1ui11 re- - <br />build the broken furroi.s and grade topsoil into the gullies.
