As discussed at the September 13 informal conference regarding PR-
03,the Division must respond to comments received following the informal
conference and then, issue a proposed decision on the PR within 60 days of the
conference. This letter includes responses to the comments in your letter.
Portions of your comments are repeated below in italics and the Division's
responses follow.
UNRESOLVED ISSUES
Again, we would like to reiterate the difficulty in commenting on and addressing
issues when the full proposal has not been finalized....several permit issues
remain unresolved.... We also believe we should have the ability to comment on
BRL's response when it occurs.
The Division understands that following permit actions with multiple sets of
technical adequacy questions can be demanding. We will continue to make
every effort to keep commentors abreast of the status and processes involved
with PR-03. We are forwarding this letter as part of that effort since some
technical adequacy issues are still being addressed by BRL.
