As discussed at the September 13 informal conference regarding PR- <br />03,the Division must respond to comments received following the informal <br />conference and then, issue a proposed decision on the PR within 60 days of the <br />conference. This letter includes responses to the comments in your letter. <br />Portions of your comments are repeated below in italics and the Division's <br />responses follow. <br />UNRESOLVED ISSUES <br />Again, we would like to reiterate the difficulty in commenting on and addressing <br />issues when the full proposal has not been finalized....several permit issues <br />remain unresolved.... We also believe we should have the ability to comment on <br />BRL's response when it occurs. <br />The Division understands that following permit actions with multiple sets of <br />technical adequacy questions can be demanding. We will continue to make <br />every effort to keep commentors abreast of the status and processes involved <br />with PR-03. We are forwarding this letter as part of that effort since some <br />technical adequacy issues are still being addressed by BRL. <br />
