Mr. Terence Thom <br />3 <br />State. A second letter was sent to the State on March 12, 1993, that elaborated on the <br />reasons for nonconcurrence. Throughout this time up to the present, further discussions <br />and meetings have occurred, including meetings between myself and the State officials. <br />You suggest that AFO and Colorado disagree on whether a bond can be released for <br />part of a permit area. This has never been an issue. Federal regulations specify that <br />partial bond release may be granted for a portion of the permit azea. <br />You have expressed concern that the permittee has been denied an administrative appeal <br />and due process regazding the decision of the Field Office Director. This is not the <br />case.
