Anew BLM permit will be issued once the EA is <br />completed for the new area Ouray County proposes to disturb. <br />The fallowing concerns will be addressed in the EA and most likely will require some changes in the 112 <br />permit application. <br />The BLM permit will not be issued for 50 acres, more likely, the area BLM will permit will be around <br />28 acres, to encompass the proposed disturbance. <br />There will probably be restrictions on when work can be conducted at the pit. Crushing and hauling <br />of gravel will only be allowed during the period from May 1 to November 30 due to big game winter <br />range. The pit would be closed between December 1 and April 30. <br />There may be some changes to the seed mix. <br />There is a required buffer zone of 200 feet around the San Miguel Power Substation <br />Slopes are not to exceed 2:1 and must blend with existing topography, however, whenever possible, <br />the County should try to achieve the goal of 3:1 slopes so that a more stable reclamation surface is <br />attained. Slopes of 2:1 should be achieved only if slopes of 3:1 are unavoidable. It should not be the <br />goal of the mine plan to reach a 2:1 slope. <br />The plan states that mining will continue in Phase 1. The area in Phase 1 was mined in trespass and <br />is in the process of being reclaimed. `Nd mining should-occur the reclaimed area of Phase 1,~the <br />Mining Plan Exhibit should show the reclaimed area.- -~~ <br />Please consider these comments in your review and approval of the permit. Additional mitigation measures <br />may evolve as the EA is developed. Once the EA is completed, a Free Use Permit will be issued to Ouray <br />County, and a copy of the permit will be sent to you.
