Please note that some of these roads may remain because
they access BLM property. I could not find any
information in the permit regarding roads to remain in
place. You may want to pose this question to the
operator,
d. Task #6, #7, #8 - I included a cost for grading the roads
using a Cat D4H dozer. This may be an overkill after
ripping, but due to the lack of information, I felt that
it was necessary. These combined tasks total $3,769.00.
e. Task #9 - I included a cost for removing various culverts
located on site. Maps were viewed to determine which
culverts would remain with the ponds. I have determined
that culverts #3, #5, #6 & #8 would most likely be
removed. This of coarse, would depend on the conclusion
that some of the roads may remain in place. The cost to
remove these culverts total $6,069.00.
f. Task #lla & #llb- An estimated 7 monitoring wells remain
on site. There appear to be 2 dry wells and 5 wells that
encounter an aquifer. Dry wells were estimated to be 100
feet deep, while wet wells average amount 140 feet. This
information was derived from the hydrology section of the
permit. The cost to seal and plug all wells total
$5,541.00.
g. Task #13 & #14 - Re-seeding cost were estimated at a 10$
vegetation failure rate. The seed mix on page
4.15.7(2)(b) was used as the approved seed mix. I also
include a revegetation cost for disturbance associated
with reclaiming the roads, any additional backfilling
needed, and the well location areas. This total area was
estimated to be 5.4 acres. The combined cost to seed the
various areas was $13,799.00.
h. Task #15 - Per our conversation, I included a cost to
remove the barb-wire fence around the permit area. It
remains questionable whether this fence will remain
indefinitely. I went ahead and included an estimate
using information in MEANS 1994. Based on Exhibit K, the
fence is roughly 15,000 feet in length. MEANS estimates
a cost to remove the fence at a rate of .73/lf. The cost
associated with this task totals $10,950.00.
m:\coal\esc\HGmid
