III. Comments - CanDliance <br />Below are comments on the inspection. The comments include discussion of <br />observations rre de during tfre inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />This was a complete inspection of the Edna Strip Mine conducted by <br />Susan Morrison of CDMG. Present during the inspection were Larry <br />Routten (CDMG), Mitch Rollings (O$M), Terry Crowner (P&M), and Dave <br />Beverlin (P&M). Spring runoff had begun, and conditions at the site <br />were quite wet. <br />Records were inspected and no problems were noted. All required <br />documents were available and current. <br />Required Sians and Markers were in place. Stream buffer zone markers <br />were observed along Oak Creek and Trout Creek. Mine identification <br />signs were posted at permit boundary intersections with public roads. <br />Topsoil identification markers were observed in the Moffat pit area, <br />and in the lower facilities area. Blasting area warning signs were <br />posted at mine entrances and in the vicinity of the Moffat pit. The <br />explosives magazines pad area was properly identified. Perimeter <br />markers were in place, but markers along the railroad tracks were in <br />need of maintenance as a result of snow removal on the tracks. <br />Roads - The Moffat haul road was inspected. The surface material and <br />ditches were in good repair. A few culvert outlets on the road were in <br />need of armor. The operator should monitor all outlets and armor when <br />necessary, as required by the approved permit. Culvert E12 (adjacent <br />to the shop area) was blocked, resulting in the issuance of NOV C-93- <br />027 for failure to maintain the designed capacity. A slurry of mud and <br />coal fines had discharged from the E12 culvert outlet onto previously <br />reclaimed East Ridge (undisturbed) areas. NOV C-93-026 was issued for <br />failure to retain sediment within disturbed areas. A ditch for which <br />there is no approved design was in place at the outlet of culvert E12. <br />NOV C-93-025 was written for failure to include (in the permit <br />application) descriptions and designs of each existing structure for <br />which there are specific designs required. The road shoulder in the <br />immediate vicinity of Culvert E6 was in need of minor grading to <br />eliminate ruts caused by equipment working in the area. <br />The light use road to the Moffat pond was partially inundated with <br />water flowing from the pit area. The operator indicated a plan would <br />be devised for dewatering the pit so that all flow would be directed <br />through the Moffat diversion ditch. The operator should submit a minor <br />revision to the permit to include plans for Moffat pit dewatering. <br />The Goat Trail access road was inspected. Two culvert outlets on the <br />road were severely eroded. At the first switchback from the tipple, a <br />gully approximately ten feet deep and three feet wide had formed at the <br />culvert outlet. Near Conveyor Transfer A/B, flow from the culvert had <br />caused a gully 3' deep by 1' wide. At the time of the inspection, the <br />Edna Strip Mine 1 3/30/93 - 4/2/93 <br />
