E-1 • EXHIBIT E RECLAMATION PLAN E.I INTRODUCTION Industrial Resources, Inc .'s (IRI's) reclamation plan involves an integrated effort among engineering and environmental disciplines and is based on the previous reclamation experiences of IRI, Multi Mineral Corporation, and other resource development companies in the area. The reclamation of the area disturbed by the proposed operation will be directed toward returning the land to its current use as rangeland. The reclamation plan presented below has been developed with this goal in mind. It is not certain at this time whether the facilities associated with the Pilot Plant will be used in whole or in part for future commercial mining operations. If various Pilot Plant facilities are used for commercial operations, revegetation may be delayed as outlined in Rule 6.5 of the MLRD regulations. The reclamation plan addresses the stabilization of the disturbed areas through revegetation. Revegetation includes such topics as waste disposal techniques, topsoil stockpiles, seedbed preparation, species selection, and post-revegetation monitoring. Reclamation of segments of other disturbed lands not within the permit area (e.g., pipeline, access roads) is an aspect of the project in which the same reclamation principles apply, as described herein. E.2 GENERAL RECLAMATION GOALS AND PROCEDURES The revegetation program is a. mitigative measure to restore disturbed areas to a productive condition.
