D.5.5 Fugitive Dust Control
The only source of fugitive dust associated with the operation of the Pilot
Plant relates to vehicle traffic induced emissions. The access road and the
parking area will be graveled and will be subject to periodic watering to
control emissions. Vehicular traffic to and from the plant site is
estimated as follows:
26-ton capacity haul truck
Light duty truck and autos
Supply trucks
6 round trips per day
12 round trips per day
1 round trip per day
Given the limited quz~ntity of traffic and the gravel road base, periodic
watering of the access road is adequate to control fugitive dust emissions.
Disturbed areas resulting from construction activities and associated with
• road and pipeline construction will be seeded during the first fall
following construction. These measures will control fugitive dust
originating from wind erosion.
D.5.6 Air Pollution Control
Air pollutant emission sources include two 200-horsepower, diesel-fired
boilers and three 200-kw diesel-fueled generators (normally 2 in operation
and 1 on stand-by. Since diesel will be the fuel source, emissions will be
minimal. Permits were filed (October 1983) with the Colorado Department of
Health, Air Quality Control Division. Fugitive emissions generated by
vehicle traffic on the access road and around the plant site will be
controlled by periodic watering.
D.5.7 Water Discha
The Pilot Plant is designed and will operate as a zero water discharge
. facility. As a result, no water discharge permits will be filed for Pilot
Plant operations.
