November 20, 2000
Ms. Sandra Brown
Colorado Division of Minerals and Geology
Office of Mined Land Reclamation
1313 Sherman Street, Room 215
Denver, CO 80203
~/' ~~~0
RECEIVED
NOV 27 2000
Division of Minerals 8 Geology
Re: Elk Creek Mine Rock Safety Catch Bench Construction, Minor Revision No. 55,
Permit No, C-1981-022
Dear Ms. Brown:
On November 08, 2000, Oxbow Mining, Inc. (OMI) submitted an application for MR 55 to
construct a rock safety catch bench at the upper limit of the Elk Creek Mine site slope
stabilization (borrow) area. The pioneer road will be retained as a maintenance road
and will also serve as an additional catch bench through the life of the mine site. To
supplement that application, OMI has directed Montgomery Watson to complete designs
for four culverts to direct flows (if any) from the rock catch bench through the
maintenance road to the downdrains. A copy of the designs will be forwarded to you
and will also be incorporated into the PR 04 document. The maintenance road will be
graded to pitch approximately 15% (or less) into the slope. The safety catch bench will
be graded to pitch up to approximately 30% into the slope to provide a better rock
bounce-back angle onto the bench, yet still allow access by maintenance equipment.
This information, along with the safety catch bench designs and the reclamation plan
provided in the original application, will be incorporated into the PR 04 permit document
being reviewed. Please call me at (970) 929-5834 should you have questions or require
further information.
Sincerely,
~~~~~
Kathleen G.
