This material was obtained from the pond P-3 construc- <br />tion area during the summer of 1982. When Snowmass began to cut its production <br />and workforce, we realized that the third lift area would probably be exposed <br />for a long period of time. Therefore, the material was placed on the third lift <br />in order to protect the pile from wind and water erosion. <br />The reason for the third lift being seeded prior to placement of the four feet <br />of non-toxic cover is due to the fact that Snowmass had some seed remaining from <br />the reseeding program underway on the first and second benches. Rather than <br />storing this excess seed or throwing it away, it was placed on the third lift. <br />Snowmass felt that any growth would help slow down the erosion process of the <br />cover material on the third lift. <br />In researching the Division's question concerning the 20' wide bench, it is <br />apparent that some resloping and reworking of the third lift is required in <br />order to establish the 20' wide bench. When production resumes and the third <br />lift is completed, Snowmass is proposing to strip the cover off of the third <br />lift and reslope the face of the pile to the specifications in the permit. The <br />cover material will then be replaced and topsoil added.
