02-055: NOV-C-95-022. Assessmrnt Officer 2
ditch is armored by D50=9-12 inch riprap. The lowest reach of the ditch had grouted
riprap. The ditch is designed fora 100 year-24 hour event of 4.6 inches. The minimum
depth requirement is 2.2 feet deep. The ditch had been scoured 5 feet deeper than the
design. Rip rap had been scoured out of the ditch and deposited in the pond. A large
sediment delta 60 feet by 30 feet was in the pond. The grouted riprap had also been torn
out and deposited in the pond. The pond was discharging but was within the TSS
parameters. (I conducted a Total Settleable Solids analyses of the pond discharge on
8/30/95). There was no offsite impacts from the damage to the ditch.
Although the landowner whom lives adjacent to the mine said that Energy Fuels personnel
had been on the site the previous day, none were present during my inspection. There was
no apparent sign of repair work being enacted. There was no notification from the operator
to the Division office regarding the damages or planned remediation. I contacted Mr. Al
Weaver by telephone on 8/30/95. He stated that Energy Fuels was trying to line up a
contractor to do the repair work but at that time did not have it finalized. Mr. Weaver also
indicated that Energy Fuels intended to repair the ditch to a higher design criteria than what
is required in the permit.
Slides of the damages and general site conditions are included.
c:\jhb\C82055 \nov95022.cp
