-2- <br />E. Estimate the rate of inflow and outflow of the system. If flow is <br />intermittent and/or seasonal, describe this condition, <br />F. Show the point where the treated discharge will exit the permit area. <br />4. A description of the method and frequency of monitoring should be <br />discussed in the plan. The frequency of pH measurement should depend on <br />the flow rate and the effectiveness of the treatment system to ensure the <br />discharge is meeting the criteria. The location of.monitoring points <br />should be identified. The minimum frequency of monitoring during periods <br />of discharge and during no discharge should be stated in the plan. Any <br />monitoring in addition to pH, flow and flocculent accumulation in the <br />ponds should be described, if included, in the treatment plan. <br />5. Any provisions required for the acidic drainage as stated in the NPDES <br />permit for the mine should be discussed in the plan. <br />The operator should consider the addition of a wetlands area below the <br />ponds. This could amount to a small area in which cattails and other <br />marshy plants are established. <br />The system as currently constructed includes aeration, as the acidic water <br />tumbles down the steep ditch, and neutralization of pH from the limestone <br />addition. These two processes are sufficient to reduce the acidity but <br />provide no metals removal. The concentrations of iron, zinc and aluminum <br />in the discharge from monitoring conducted by the Division on May 14, 1987 <br />(report attached) are high but within the range suitable for removal of <br />wetlands treatment. Any reduction in metals concentration would be <br />beneficial to water quality. <br />An area adjacent to the ponds, or with removal of the second pond, could <br />be utilized for attempting to establish a wetlands if sufficient water can <br />be supplied. A discussion of the inclusion of a wetlands area, or the <br />conditions which would preclude its use, should be considered and provided <br />in the treatment plan. <br />7, A provision for reporting results of the manual treatment method should be <br />included in the plan. The permittee should provide the Division with an <br />annual report on the success and effectiveness of a treatment system, a <br />discussion of the frequency of treatment required, a summary of monitoring <br />data, operational problems encountered during the reporting period, and a <br />statement as to fulfillment of the requirements of Rule 4.05.2( ).
