Cattany <br />Date: October 5, 2008 Division DlreClOr <br /> Natural Resource Trustee <br />I have completed review of the materials submitted for Permit Revision No. 3 (PR-03) for the <br />Roadside Mine, #C-1981-041. <br />The applicant used SEDCAD for the hydrology design work and used RUSLE calculations to <br />determine sediment yield for the disturbed area. Input parameters seem reasonable and <br />accurate. Ditch routing for pond 8 design also appears accurate. The new, smaller sized pond <br />8 appears to be designed to contain the 10-year storm event as calculated. Total pond volume to <br />contain the water and sediment from a 10-year, 24-hour storm is less than one acre-ft. <br />I understand pond 8 design as full containment of the 10-year storm event with no dewatering <br />device used to dewater the storm runoff volume. If that is not the case, please correct my <br />understanding. <br />What is the official CDPS ouffall for this pond? (flume, other measuring device, etc.) <br />The operator should be aware that the pond is required to be sampled when discharging. This <br />is because the pond may have a permanent pool of water in it that will be displaced by the <br />incoming storm event. Compliance with the applicable effluent limit(s) will be required unless the <br />operator can prove that the storm event exceeded the 10-year storm. If the mine site does not <br />already have one, a rain gauge at the site would be appropriate. <br />Responses to these questions may need to be incorporated into the permit text to avoid any <br />confusion on what is required and expected of the operator. <br />That's all I have.
