EXHIBIT L f/x III'll'II~IIIIIIIII
RECLAMATION COSTS
• Normally, this exhibit would contain information that would allow the calculation of
reclamation costs to implement the reclamation plan. That information is not provided in this
exhibit, at this time, for the following reason.
Just a few months ago the bond was reviewed by the Division and a new bond amount agreed
to and provided. That bond was calculated on the basis of the total amount of disturbed acreage at
that time. Since that time, Transit Mix Concrete has spread topsoil and placed under revegetation
approumately 40 acres of land that previously wes in major and moderate disturbance categories.
That is, approximately 40 acres of land that was in major and moderate disturbance was converted to
a minor disturbance category. The cenverted land was expected to be mined in the near future under
the plan approved in 1985 and had been stripped of soil in preparation for mining. But because it
would not be needed for approzimately 25 years under this plan, the soil was replaced and the land
reclaimed. After implementing this disturbance reduction program, Transit Miz did not request a
bond adjustment to lower the bond in recognition of the grading, topsoiling, and seeding of the
approximately 40 acres of land.
Transit Mix does not feel that, under these circ++*~~A~ces, any additional information is
needed as the entire operation was thoroughly reviewed by the Division in the last six months and
new bonds provided within the last three months. The results of those analyses and conclusions are
included in the permit file at the Division.
• The following page has a breakdown of the current reclamation bonds for both the Daniels
Sand Pit N2 and the Castle Concrete Sand Pit. As a result of the succession of operator and the
amendment the two operations will became one. At this time, Transit Miz agrees to apply the
combined bonds to the Daniels Pit N2, but reserves the right, as processing of the amendment
proceeds, to request a lower bond amount after submittal of supporting information. The bond
amounts prior to the recent adjustment are also shown on the following page.
• Reclamation Costs Page L-1
