Lung Grand Junction, CO 81505 Dlv~sron Dueaor Re: Coal Ridge No. l Mine (Permit No. C-1984-065) Technical Revision Application No. 18 (TR-18) Runoff Demonstration Dear West Regional Wildlife Manager: The Division of Minerals and Geology hereby issues notice, in accordance with Tide 34, Article 33, Section 1 I6, Paragraph 4, of the Colorado Revised Statutes, that on April 4, 200], an application to revise coal mining operations at the Coal Ridge No. 1 Mine was considered complete for the purposes of filing. The revision was submitted by NCIG Financial, Inc. All review and comment periods as provided in the Act and the Regulations initiate from this date of filing. This proposed technical revision (revision) includes a demonstration that untreated drainage from reclaimed areas contributes suspended solids off site less than or equal to premining levels. The underground coal mining operation is on land located approximately 7 miles west of Glenwood Springs, Colorado. The permit area is further described as follows: T6S, R91 W; Portions of Sections 1 and 12 T6S, R90W; Portions of Sections 5, 6, 7, 8, 9, IS and l6 The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle maps of Storm King Mountain and New Castle. The proposed technical revision would not incorporate additional lands into the permit area or otherwise alter previously approved perrnit conditions or mitigation measures. However, we are requesting your agency's evaluation of the proposal. Your comments and concerns relating to the adequacy of fish and wildlife resources information, the fish and wildlife plan, and the reclamation plan as it relates to fish and wildlife considerations, including potential impacts [o threatened or endangered species, are requested. If wildlife habitat is the proposed postmining land use, we request your evaluation of proposed woody plant stocking levels, planting arrangements, and methods for mitigation of potential adverse impacts. The applicant is required to publish notice in a local newspaper that this application has been deemed complete. At the time of publication of this notice, the applicant is additionally required to place a copy of this application a[ the Ga~eld County Courthouse, 109 8th St Ste 200, Glenwood Springs, CO 81601, and at the Division office.
