III IIIIIIIIIIIIIIII
STATE OF COL~~u9~.~
MINED LAND RECLAMATION DIVISION
Department of Natural Resources
1373 Sherman St., Room 275
Denver, CO 80203
303 866-3567
FA% 303 832-8106
March 3, 1992
Mr. Allen Weaver
Energy Fuels Coal Inc.
P.O. Box 449
Florence, Colorado 81226
RE: Termination of NOV C-91-031, Southfield Mine, C-81-014
Dear Mr. Weaver:
OF CO[p
~~-~~9$
•~'~. ly
a\`Y~v •a
~ B76 ~
qoy flamer.
Governor
M¢hael 0. Long,
Division D~renor
I have reviewed the Pond 1 pond survey submittal for Abatement 2 of NOV
C-91-031. As you indicated in your cover letter, the pond has been cleaned tc
the 60X clean-out sediment level. The Division will accept this submittal as
abatement for this portion of the violation. It would be advisable however,
to clean the pond further to avoid subsequent violations, as any additional
contributions of sediment will result in non-compliance with Rule 4.05.6(3)(b)
Energy Fuels may want to re-consider the sediment storage volume needed in
this pond, after evaluating the frequency of cleaning and the volume of
material removed. This pond's sediment projections were calculated
unconventionally; the USLE equation was not used, rather ten percent of the
pond was dedicated for sediment storage (0.2 acre feet). A conservative
method for calcuiating sediment stooge is 0.1 acre feet/acre of disturbance.
The calculations suggest that the watershed for thist~l~ is 7.5 acres. The
pond has at least a 0.74 acre foot permanent pooi which could be reallocated
for sediment storage. The current permitted designs restrict sediment storage
to elevations below 6110.
The termination notice is enclosed.
Sincerely,
..
Catherine W.
