This extension is allowed so that Mountain Coal Company may proceed with the proposed lining of Ponds <br />MB-1 and FW-1 during December and early January. Motuntain Coal Company has indicated tbat the pond lining <br />project moat proceed immediately to mitigate a major landslide now occurring at the West Elk Mine facility Brea. <br />We are concerned that the pond lining project maybe delayed beyond the anticipated time frame due to weather <br />conditions. Please develop alternate water management plans to be implemented if the pond project is not completed <br />by January 15, 1998, and additional abatement extensions cannot be granted. <br />
