Lang <br />FROM• Joe Dudash Division Director <br />RE: Water Depletion Estimate, Permit Revision No. 2, Bowie Mine No. 2, <br />Permit No. C-96-083, Bowie Resources Limited <br />The Division is requesting concurrence from the Office of Surface Mining in the matter of the <br />Windy Gap Process for the Bowie No. 2 Mine. Bowie Resources Limited (BRL) has submitted a <br />water depletion analysis for Permit Revision No. 2. Permit Revision No.2 requested a change <br />from room-and-pillar mining to longwall mining, but with no change in the production rate of 2 <br />million tons per year. In that analysis, BRL argued that room-and-pillar mining of 2 million tons <br />per year resulted in a total consumptive use of 68.6 acre-feet of water. Since the approved annual <br />consumptive use is 121.8 acre-feet, and the 68.6 acre-feet is only 56 percent of the approved <br />limit, BRL azgues that longwall mining would not exceed this limit. <br />In order to make its assessment, the Division reviewed the water depletion estimates for the West <br />Elk Mine and the Sanbom Creek Mine. Both are longwall operations and both are in the same <br />area as the Bowie No. Z Mine. At a projected annual production of 8.2 million tons per year, the <br />West Elk Mine has a current water depletion estimate of I50 to 300 acre-feet per year. This <br />breaks down [o a water depletion estimate range of from 18.3 acre-feet per year per one million <br />tons up to 36.6 acre-feet per year per one million tons. West Elk states in its permit application <br />that, when only room-and-pillar mining was being used, 65 acre-fee[ per year of water was used <br />to achieve an annual production of 600,000 tons. This equates to 108.3 acre-feet per one million <br />tons. In other words, the conversion of mining from room-and-pillar to longwall decreased the <br />water depletion estimate at the mine from 108.3 acre-feet per year per one million tons down to a <br />range of 18.3 to 36.6 acre-feet per year per one million tons. <br />The same general decrease in the water depletion estimate occurred at the Sanbom Creek Mine <br />when Oxbow Carbon & Minerals proposed going from room-and-pillaz to longwall mining. With <br />room-and-pillar mining, 1.3 million tons per year were mined with a water depletion of 85.5 <br />acre-feet per year, or 65.8 acre-feet per yeaz per one million tons mined. With longwall mining, <br />the water depletion estimate was 83.2 acre-feet per year for an annual production of 4 million <br />tons, or 20.8 acre-feet per year per one million tons.
