NOV C-95-009 <br />Edna Strip Mine <br />This NOV was issued for failure to conduct hydrologic monitoring required by the mine <br />permit. Water quality and quantity analyses for a spoil spring were not done in 1994. <br />HISTOR Y <br />One NOV (C-94-616} has been issued at this site doting the past twelve months. $50 is <br />assessed for history. <br />SERIOUSNESS <br />Hydrologic impacts from mine related spoil springs in the Twentymile Pazk area is a <br />potentially critical concern of the mining industry, the Division and the State of Colorado. <br />Failure to monitor spoil springs obstructs the ability of the Division and the operator to <br />verify the predicted hydrologic impacts of mining. While omission of hydrologic monitoring <br />could be a serious problem, only one annual sample was omitted in this instance. $500 is <br />assessed for moderate seriousness. <br />FAULT <br />This violation apparently resulted from an internal communication problem with the <br />operator. The operator was negligent in not conducting the monitoring required by the <br />mine permit. $250 is assessed for negligence. <br />GOOD FA177I <br />There is no evidence of extraordinary effort to abate this NOV.
