Roth: <br />At a Formal Public Hearing on October 20, 1983, the Colorado Mined Land <br />Reclamation Board ("the Board") approved in concept the plan submitted by <br />Cheyenne County to perform reclamation work as an alternative to the <br />previously assessed civil penalty. <br />Because certain details still need to be worked out, the Board directed <br />the Division staff to follow-up on these details and report back to the <br />Board at its January, 1984 meeting. <br />The details which need to be finalized, if possible by January, 1984, are <br />as follows: <br />1) The County's plan calls for back sloping. Please let us know the <br />specific sloping configuration. <br />2) A commitment should be made to a specific topsoiling level (6-12", <br />or whatever). Also, an analysis of the quality of the "fence-row" <br />topsoil to be used should be provided to the Division. The SCS may <br />be able to provide this analysis. <br />3) Where alternative approaches have been suggested, (fertilizer, <br />seeding, mulching), a commitment should be made to one of the <br />approaches as soon as it is possible to do so.
