Box 67
Cheyenne lJells, Colorado 80810
Re: Two Formerly Unpermitted t~ining Operations Operated by the Cheyenne
County Co~narissioners,ICheyenne County Pits IJo. 1 and No. 2, Our
File No.'s 83-105 and 83-106 (Formerly our file No.'s 77-531 and
77-537X)
Dear ter. Roth:
At a Formal Public Hearing on October 20, 1983, the Colorado Mined Land
Reclamation Board ("the Board") approved in concept the plan submitted by
Cheyenne County to perform reclamation work as an alternative to the
previously assessed civil penalty.
Because certain details still need to be worked out, the Board directed
the Division staff to follow-up on these details and report back to the
Board at its January, 1984 meeting.
The details which need to be finalized, if possible by January, 1984, are
as follows:
1) The County's plan calls for back sloping. Please let us know the
specific sloping configuration.
2) A commitment should be made to a specific topsoiling level (6-12",
or whatever). Also, an analysis of the quality of the "fence-row"
topsoil to be used should be provided to the Division. The SCS may
be able to provide this analysis.
3) Where alternative approaches have been suggested, (fertilizer,
seeding, mulching), a commitment should be made to one of the
approaches as soon as it is possible to do so. Seed bed
preparation should be described in more detail.
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel. (303) 866-3567
