• Page 2 • <br />October 13, 1990 <br />Pond/Road Coordination <br />Dan Hernandez <br />east aide of the road very close to the upper pond the possibility exists <br />that a truck could elide into the rock barriers along the pond edge„ <br />knock the rocks into the pond, and then the truck could follow the rocks <br />into the pond. Therefore, by having additional width on the road t2te <br />safety rocks could be moved a bit further back from the edge of the pond <br />providing a better safety margin and still have enough width on the road <br />for passing. <br />Aa a result of thin consideration, the additional backfilling along the <br />west aide of the road which was discussed with you on site will not be <br />done. The grading on the west cut bank of the road should therefore be <br />considered completed ae you saw it. The only additional work needed in <br />this area then will be the placement of topsoil on the roadside and in <br />unused areas around the pond and seeding. Ae I indicated, I consider <br />topeoiling more of a revegetation action than a grading action in t2ce <br />reclamation process. These actions will be completed prior to November 1 <br />as required in the Board order. <br />As discussed with you during the inspection, both Castle Concrete atcd <br />myself are quite upset with the engineering firm who designed the <br />sediment facility and adjacent roadway. There is simply no way for the <br />facility to be constructed exactly sa designed and have eufficlent room <br />for more than about a one and a half lane road. We have to make <br />adjustments in the plan to allow it to work the way it ie intended. <br />With regard to bringing HR1 back into the plan, Gordon indicated thact he <br />will try to slope the road sufficiently so it will drain into the ponds <br />the way it was intended to occur. But if that cannot be done then iIIt1 <br />will be brought back into the plan. It does not appear that any fw•ther <br />consideration of that would be needed on your part as HR1 was deaigtced <br />into the original plan and then removed from the final plan with the <br />thought that road eloping would replace the need for the pipe. It .:s <br />simply a matter of installing it as originally designed if the road <br />doesn't drain properly. I do not feel that adding that culvert changes <br />the functioning of the ponds or the road alignment but is simply an <br />action that allows the system to function better. <br />If you have any questions, please call. <br />Respectfully, <br />~~ <br />Mark A.
