Sunflower Energy Corporation submitted a permit application to comply with the provisions of <br />the Colorado Permanent Program requirements on Februazy 17, 1981. This application was <br />found to be complete on February 27, 1981, and the Division's preliminary adequacy review <br />comments were sent to the operator on Apri123, 1981. On May 20, 1981, the Blue Ribbon <br />Coal Company succeeded Sunflower Energy Corporation as operator of the Blue Ribbon Mine. <br />Blue Ribbon Coal Company was a Colorado partnership. The partners included Hawk Mining, <br />Inc., North Fork Energy Corporation, and Cedar Crest. Western Associated Coal Corporation <br />managed the partnership's business. <br />Blue Ribbon Coal Company submitted the preliminary adequacy review response on October 8, <br />1981. Additional review comments were forwarded from the Division to the operator on <br />November 30 and December 4, 1981, and the Division received responses from Blue Ribbon <br />Coal Company on January 5, 1982, May 17, 1982, and July 27, 1982. These responses <br />satisfied issues raised during the review process. The final decision to approve the permit <br />application was made on December 8, 1982. <br />An application to renew the permit was submitted on June 15, 1987, It was found to be complete <br />on June 15, 1987, and the Division's preliminary adequacy review was sent on August 6, 1987. <br />Blue Ribbon Coal Company submitted responses to the adequacy review on August 31, 1987. <br />The Division made a decision to approve the permit renewal on November 20, 1987 and the <br />permit was issued on January 15, 1988. <br />On January 3, 1990, Minrec, Inc., succeeded Blue Ribbon Coal Company as operator of the <br />Blue Ribbon Mine. <br />A second permit renewal was applied for by Minrec, Inc., on July 6, 1992, and was found to <br />be complete on July 13, 1992. The Division's preliminary adequacy review was sent on <br />September 2, 1992, and Minrec's responses were received on October 19, 1992, in the form of a <br />technical revision. The technical revision, which addressed the issues raised in the preliminary <br />adequacy review, was approved on December 18, 1992, and the permit was subsequently <br />issued, with the new expiration date set at December 9, 1997. The midterm date for this five <br />year permit term was June 9, 1995. <br />The third permit renewal was applied for by Minrec, Inc., on June 4, 1997. The application was <br />found to be complete on June 5, 1997 and approved December 9, 1997. <br />
