Long <br />Division Dire~lor <br />Here are my comments on your draft letter to Jim Stover. These are just ideas, so let's discuss your <br />thoughts about my comments when you finish reading this. <br />Topic 1: Your comments look fine. However, we need to additionally inform MINREC that as <br />the Mine No.l portal was rebonded for backfilling and grading following installation <br />of [he mine water treatment system, MINREC may, a[ some point in the future, also <br />have to submit a Partial Phase I bond release, as well as Partial Phase II and Partial <br />Phase ID bond releases, for the Mine No. 1 portal area. <br />Topic 2: Let's ask MINREC to correct the discrepancy in their permit regarding retention of the <br />conveyor light use road with a Minor Revision rather than a Technical Revision. If <br />DMG had not already approved the road for retention, then I would agree with you <br />that a TR would be somewhat more appropriate. However, as we've already approved <br />the retention of the road, and all we're asking MINREC do is correct a permit <br />discrepancy between conflicting sections of the mine permit, an MR would be the <br />better choice. <br />While I agree that it makes sense to combine this item with a TR that addresses pond <br />retention or removal, it could be that we won't see that TR for quite some time. I <br />would rather have MINREC submit an MR now to (1) correct the permit discrepancy <br />regarding the conveyor road, (2) add the Old Fan Shaft Area and [he Lower Conveyor <br />Terrace to permit page 4-64, and (3) demazcate [he limits of the water treatment <br />system area on a map that would replace Map D-14-16. This revised Map D-14-16 <br />could also contain information about post-mining topography and features approved to <br />remain or be reclaimed. That way, MINREC could proceed with its bond release <br />application if it wanted to without first having to decide what to do about the sediment <br />ponds. <br />
