LnnR <br />D ~riswn D~reuur <br />153; West Elk Mine; Permit No. C-80-007 <br />The Division has reviewed Mountain Coal Company's (MCC) revision <br />application which addresses the Division's questions regarding the <br />1994 Annual Reclamation Report (ARR), and updates Table 47, Topsoil <br />Stockpile Volumes. The Division has the following questions: <br />1. The as-built plan view map prepared by Envirocon submitted <br />with MR~151, shows that there is 7,000 cubic-yards of topsoil <br />in stockpile at Lone Pine Gulch, as opposed to 2,000 cubic- <br />yards shown on Table 47. As the revision which approved the <br />construction of the Lone Pine Gulch fan facility, specified <br />that there would be 7,000 cubic yards (18") of topsoil <br />available for reclamation and because only 2,000 cubic yards <br />(4-6") was salvaged; how will reclamation of this area be <br />affected? The Division is concerned that 2,000 cubic yards is <br />not sufficient to cover all of the disturbance in Lone Pine <br />Gulch. Was all available topsoil salvaged? <br />2. MCC's response regarding the north facing slope of the refuse <br />pile is acceptable. No further information is required. <br />3. Table 47 was not updated as requested to account for the <br />amount of topsoil and subsoil removed from the slide repair on <br />the southwest side of the lower refuse pile. Please update. <br />4. Footnote 3 should be used to reference the actual volumes <br />calculated by Envirocon's evaluation for MR#110 instead of the <br />total volume, as the total now includes topsoil for projects <br />added since their evaluation. <br />5. Table 47 was updated as requested to include the topsoil <br />volumes from the projects listed in (b) of the ARR. <br />
