~ .~. r. <br />• ~ III IIIIII III IIII III <br />999 <br />RATIONALE FOR RECOMMENDATION FOR APPROVAL, OVER OBJECTIONS, <br />REGULAR 112 CONSTRUCTION MATERIALS AMENDMENT APPLICATION, <br />AIRPORT PIT, PERMIT M-83 -039 <br />January 10, 2000 <br />INTRODUCTION <br />On January l0, 2000, the Division of Minerals and Geology (DMG) issued its recommendation <br />for approval of the Airport Pit Amendment application, over objections. This document is <br />intended to provide a basis for DMG's recommendation. <br />The Airport Pit Amendment application was found complete and filed with the Division on <br />October 7, 1999. The application proposed to enlarge a permitted surface 1 12 construction <br />materials operation at a site located approximately ]0 miles east of Trinidad, Colorado from 18 <br />[0 41 acres. <br />Las Animas County is the permittee for the Airport Pit which was originally approved as a 1 IOc <br />operation and then converted to a 112c operation on July 25, 1997. The area to be added by the <br />proposed amendment is contiguous with the western boundary of the present permit area. The <br />proposed post-mining land use for the perniit area is range land. The mining and reclamation <br />plans proposed in the amendment are essentially the same as approved for the existing operation. <br />The mining will be conducted in a dry pit. The existing haul road will continue to be used in <br />conjunction with the expanded operation. The applicant, Las Animas County, is the owner of the <br />surface and subsurface rights to the property. <br />I.OBJECTIONS: <br />The Division received objections from the following individuals and organizations during the <br />initial public comment period: <br />Objector Dated Date Received <br />Frank A.
