Simpson
Slate EnRmcer
This office has reviewed the Technical Revision /t23 referenced above for the Foidel Creek
Mine with regazd to water resources impacts.
The proposed technical revision will apparently have no additional water resource impact except
the reclamation of the air ventilation shaft mentioned in Technical Revision No. 23. The revision
has a statement that backfilling of the ventilation shafts were to be accomplished with "inert
material." However, a handwritten note specifies "grouted aquifers."
Your attention is called to Rule 15 of the Water Well Construction Rules (2 CCR 402-2) which
I've hand~azried to your office earlier. You'll note that rule 15.3 deals with seals between aquifer
layers which may be applicable if a confining layer has been penetrated. Otherwise, Rule 15.2 and
15.2.1 are applicable rules for plugging and sealing wells.
Except for the possible mis-statement of plugging and sealing of ventilation shah borehole
which, hopefully, would maintain aquifer integrity to the same standard as the aforementioned Water
Well Construction Rules, this office perceives no adverse water resources impacts for the proposed
technical revision at this time.
Sincerely,
llC,/v ~'IGC~
Chuck Roberts
Professional Engineer III
CGR/jmg
6719L.cgr
