(C-81-019) Request for Technical Revision - 56, Volume 7, Map 19 <br />Dear Mr. Hinkemeyer: <br />The Division of Minerals and Geology (Division) has completed a technical adequacy review <br />(review) of the subject Technical Revision application. The review was completed to determine <br />the degree of compliance of the proposals in the application with Rule 4.14, more specifically <br />Rules 4.14.1(2)(a) and Rule 4.14.2. The term "approximate original contour", appearing in these <br />rules and this review, is defined by Rule 1.04(13). <br />We appreciate the thought and work Colowyo Coal Company L.P. (Colowyo) has put into this <br />application and your response to earlier comments by the Division on the draft of the application. <br />Please extend a special thank you for all the graphic support provided to us during this review by <br />Kimberley Wolf, Juan Garcia, and Roy Firestone. <br />Our conclusion, in part, of our review is that the postmining topography proposed in Sections 2, <br />3, 10, 11, 15 and 16 (with the exception of the NW'/o) complies with the rules. The postmining <br />surface configuration closely resembles the general surface configuration of the land prior to <br />mining, and blends into and complements the drainage pattern of the surrounding terrain. This <br />conclusion is supported by the similarity in premining and postmining land forms and drainages <br />as illustrated in attached Drawings A and B (these two drawings were developed primarily from <br />the information supplied by Colowyo). <br />The Division recognizes the advances made from the earlier drafts of proposed postmining <br />topography associated with Sections 4, 9, and the northwestern quarter of Section 16.
