This document was mailed to you on <br />December 1, 1983. As of this date, I have not received a re- <br />sponse from the Division stating the document was not accept- <br />able and the basis of the response if the document was deemed <br />unacceptable. I was informed by Brian Munson by phone that <br />a letter is in the mail stating the documentation is not ad- <br />equate. <br />I need to know by what authority the Division is authorized <br />to interpret contractual documents between a coal company and <br />its customers, and also what is your authority to go beyond <br />the documentation which you have already received. I do not <br />believe the Division has this authority. <br />Pherefore, I am requesting a formal review and requesting <br />temporary relief from NOV 83-34.
