I have <br />reviewed Peabody Coal's proposed remediation of the rejuvenated <br />slope failure at Pond 006 of the Seneca II-W mine. The plan <br />consists of an excavation and reconstruction of the interceptor <br />drain installed previously at the affected slope. <br />Seneca II-W is constrained in the size of the buttressing mass it <br />can construct, because of the storage requirement of Pond 006. I <br />see no reason not to approve their proposal for the operational <br />life of the mine. Following reclamation and release of the mined <br />areas within the watershed of Pond 006, however, the storage volume <br />requirements of Pond 006 should diminish. I recommend that we <br />attach one condition to our approval of TR-27. If any rejuvenated <br />movement of the slide mass occurs subsequent to this repair, I <br />recommend that we require Seneca II-W increase the buttress mass <br />within Pond 006 as a portion of their final reclamation of the <br />site. <br />cc: Larry Routten <br />doc: M:\Coal\Jap\Pond006.Fx2 <br />JP/Jp <br />
