It was <br />agreed that signs every 100 feet stating "Permit boundary" were not necessary. In <br />some cases just a fen co has been used to delineate the edges of the area permitted. <br />The operator will propose it's own alternative (See section IV of this report for a <br />further discussion). <br />4.03 Roads <br />Snow was being cleared from the "Goat Trail" during tl~e inspection. Other roads were <br />being adequately maintained although certain areas were snowpacked or icy. <br />J 4.04 Support Facilities <br />It was decided in the field that PGM should actively pursue methods of maintaining the <br />conveyor system as has been done in the past few months. It became apparent that an <br />overall solution to eliminate coal fines from dropping From the conveyor was impossible. <br />It was also decided tl~ar_ due to the unanticipated difficulties rryarding removal of the <br />coal fines, the bond sf~ould be rr_evaluated. This decision to address the coal fines <br />problem as a final reclamation issue is based on three things: 1. The runoff from <br />beneath the conveyor does pass through a sediment pond before being discharged from the <br />mine site; 2. Evidence indicates that small fires in the coal have not spread to surrounding <br />vegetation during tlfe 40 year Iife of the conveyor thus far; and, 3. Removal of the piles <br />of fines may be easier as a one time reclamation effort rather than a yearly removal. <br />Also environmentally, a one time disturbance of the slope through removal of coal fines <br />is better t)fan numZ~crous disturbances. <br />4.05 RydroIogic Balance <br />Due to heavy snow cover most. of the sediment control system could not be checked. The <br />west Ridge pond was frozen and no <liscliarges have occurrod in the past month although <br />water from thr. pit is being pumped into the pond. This pond has a high infiltration <br />rate due to the hart n~at~•rial. <br />we discussed the procedures necessary to change the water monitoring frequency and the <br />number of parameters analyzed. A revision should be submitted to the Division with the <br />requested changes. It might !)e advantageous to dolay tfi~~ revision until after the coal <br />mine operators and the! Uivision meet in Steamboat to di:;cuss water issues. <br />No reason was evident foe the oil and grease NPDES standard having bc••n cxrnrdcd in last <br />month's analyses. <br />
