• Exhibit E • <br />EXHIBIT E -RECLAMATION PLAN <br />GENERAL CONCEPT: <br />The mine will be reclaimed as rangeland, with drainage essentially unchanged by <br />mining. In general, overburden from mined areas (including fines from processing) will <br />be backfilled into previously mined areas, grading the overburden to a slope <br />approximately the same as that pre-existing at the site (approximately 2 horizontal to 1 <br />vertical) or better. The graded areas will be revegetated with native grasses, and blend <br />into the surrounding undisturbed terrain. The reclaimed terrain will be approximately <br />two feet below pre-mining elevations in the valley floor, and will range from zero to 40 <br />feet lower in the bench area on the east side. The reclamation will have the effect of <br />widening the valley floor in the mining permit area from the current 500 feet east of <br />Eight Mile Creek, to approximately 900 feet east of the creek. <br />Reclamation3 will lag mining by 5 to 10 acres of pit floor, 15 acres total, and <br />reclamation will require up to five years to achieve reasonable standards for vegetative <br />cover. Areas stripped and mined in Stage 1 will be reclaimed in Stage 2, those <br />stripped and mined in Stage 2 reclaimed in Stage 3, and those stripped and mined in <br />Stage 3 and in Stage 4 will be reclaimed in Stage 4 after extraction ceases. The <br />objective of the reclamation is to create a stable topography and biological community <br />which can sustain the proposed post-mining use of the land and protect downstream <br />water quality and quantities. <br />During the mining of the first area (area B1 on Map C-2 and Map F-1: the bench area in <br />the southeast corner of the site), overburden and topsoil will be stored in the stockpile <br />area (described in Exhibit D and shown on Figure D-1) or in the Plant Area (P1 on the <br />maps) (together with topsoil stripped from the rest of the Plant Area P1). Once the <br />stockpiles reach the desired size, the eastern and southern limits of Area B1 will then <br />be backfilled with overburden from mining of the rest of Area B1 as well as fines from <br />aggregate processing. <br />Once mining and backfilling of Area 61 is completed, mining of Area F1 (the valley <br />floor) will commence, to be backfilled with material from the stockpile in Area 61. <br />When Area F1 is mined and backfilled, the plant will be relocated from Area P1 to Area <br />P2 and mining and backfilling of Area P1 will begin. <br />Once a portion of the area (generally at least '/~ acre) is backfilled to final grade, the <br />topsoil from the bench or stockpiles will be placed for reclamation, followed by <br />preparation and seeding. To prevent soil loss, topsoil will not be placed on an area <br />unless it can be prepared and seeded during the same growing season. <br />Generally the eastern portion of the site will be backfilled and reclaimed to match the <br />existing grade at the fenceline, and will then slope down and remain approximately 30 <br />s Backf'illing, grading, preparation and planting. <br />Trans-Colorado Concrete October 99 <br />Application for Permit: Spotted Burro Pit Page 12 <br />
