• Exhibit D • <br />EXHIBIT D -MINING PLAN <br />GENERAL CONCEPT: <br />Mining of the site will proceed generally from the south to the north. Production will <br />start in the existing 110 permit area of 9.9 acres, of which only approximately 1.4 acres <br />has been affected at present. A total of approximately 43 acres will be affected by <br />operations. Approximately 11 acres will be devoted to buffer zones (zones with no <br />mining), leaving a buffer of 200 feet by 632 feet at the north edge of the property (in <br />accordance with county planning and zoning requirements) and a buffer averaging <br />approximately 150 feet by 2420 feet along the west edge of the property to protect <br />wetlands areas and the floodway of Eight Mile Creek. <br />Mining consists of: <br />1. stripping and conserving topsoil (averaging 5 feet on the bench and 3 feet in the <br />valley floor), moving these materials either to stockpiles or directly to backfill and <br />reclaim areas; <br />2. removing of the sand and gravel (to an average depth of 30 feet on the bench and <br />an average depth of 12 feet in the valley floor), moving these materials to stockpiles <br />in the plant area; <br />3. screening and/or washing of sand and gravel (and possible crushing of oversize <br />materials), moving these to stockpiles in the plant area prior to shipping from the <br />site; and <br />4. use of fines (from screening and/or washing) for backfilling. <br />Screening and washing may be done with a portable plant brought into the site as <br />required. Oversize materials (cobbles) will be stockpiled and sold as-is, used as <br />backfill, and/or may be crushed periodically for use as aggregate. Crushing and <br />associated screening may be done with a portable plant brought into the site as <br />required. If plants are not brought on site, processing will be done at an off-site <br />location. <br />Production will not exceed 70,000 tons per year and will generally be less than 30,000 <br />tons per year. For planning purposes, annual production estimates of 30,000 and <br />60,000 tons per year are used. Based on the 60,000 TPY, life of this pit is <br />approximately 43 years. Mining is divided into four stages, the first of sixteen years, <br />the second of seventeen years, the third of ten years, and a final period of one year (to <br />mine the plant site from stage three. During each stage, a plant area of between 3 and <br />4 acres will be used for materials stockpiles and work area for the screening/washing <br />plants and supporting activities. Mining will begin on the bench, and then move to the <br />valley floor (including the old plant site) and then move to the bench in each stage. <br />One or more areas within the current area being mined will be used for stockpiles of <br />overburden and topsoil. <br />Trans-Colorado Concrete October 99 <br />Application for Permit: Spotted Burro Pit Page 6 <br />
