<br />June 11, 1992 - Colowyo submits page 4.05-2A requested by S. Wathen, MLRD, which <br />explains joint modelling effort and intent to complete effort no later than <br />August 31, 1992. <br />June 15 - <br />August 19, 1992 - Colowyo constructs the Prospect Pond and entire South Collection Ditch. <br />June 30, 1992 - MLRD approves Colowyo's Permit Application. <br />August 14, 1992 - J. Garcia meets with S. Wathen for the fast time, to discuss new <br />hydrological modelling requirements. S. Wathen dismissed all previous <br />hydrological modelling and justifications submitted by Colowyo as <br />• inadequate. Asked to justify the basis for this decision, he stated that he <br />was the regulator, and that it was his opinion, and that it was too bad if <br />Colowyo disagreed. <br />September 29 - <br />October 1, 1992 - DMG/OSM oversight inspection at Colowyo. L. Routten and S. Wathen, <br />DMG, and G. Fritz, OSM, inspected both the Prospect Pond and South <br />Collection Ditch finding both to be in compliance with the regulations. <br />October 21, 1992 - Meeting in Denver to discuss Prospect watershed hydrological modelling. <br />Completely new model developed. <br />October 29, 1992 - Colowyo requests additional time extension to resolve modelling <br />differences with a projected resolution date of December 31, 1992. <br />December 1, 1992 - DMG agrees to additional time extension to resolve modelling differences. <br />DMG also requests as-builts for the prospect Pond and South Collection <br />Ditch to be submitted by December 11, 1992. <br />December 10,1992 -Letter written to S. Wathen, DMG, stating that as per telephone <br />conversation agreement with J. Garcia, as-builts certification and maps for <br />the prospect Pond and South Collection Ditch plus the Prospect Pond <br />Hydrologic Modelling SEDCAD runs would be hand delivered to S. <br />Wathen at the Colowyo minesite on December 14, 1992. <br />December 14,1992 -The above mentioned certifications and hydrologic modelling were hand <br />delivered to S. Wathen. The hydrologic modelling was in the form of a <br />computer disk which was to aid S. Wathen in a timely review of the <br />modelling run, developed by J. Garcia from the basis developed jointly on <br />October 21, 1992. Modelling entailed a complete new model development <br />and computer runs of the Prospect watershed. Final results showed that <br />the required sizing for the Prospect Pond under this new modelling <br />requirement was 0.72 ac.ft. capacity. Colowyo's May 10, 1992 design <br />capacity was 6.5 ac. ft. with the actual as-built size being 7.75 ac.ft. <br />
