The <br />zone includes a set of wells that reasonably cover the spatial extent of the alluvium on the north <br />bank of the Rito Seco. Each alluvial well fully penetrates the alluvium and is open across the full <br />thickness of the alluvium. On a routine schedule as described below, BMRI would monitor <br />water quality and water quantity in each of the designated wells, and the water quality condition <br />would be evaluated by comparing designated water quality conditions to the arithmetic average <br />of the values for the set of wells in the performance-monitoring zone. <br />When the corrective actions of the Response Plan aze complete, BMRI intends that the Company <br />work with the Division to determine an appropriate post-closure ground and surface water- <br />monitoring program that would address compliance with numeric water quality criteria. <br />6.4.2 Monitoring Plan <br />This proposed monitoring program would be implemented in two phases. Phase 1 would consist <br />of aperformance-monitoring program associated with the corrective-action period. The purpose <br />of the performance-monitoring program would be to evaluate progress of the water management <br />program with regard to restoring water quality in the alluvial groundwater immediately down- <br />gradient of the West Pi[. After the corrective-action period, BMRI proposes a Phase 2 post- <br />closure monitoring program to ensure that compliance with appropriate water quality criteria <br />continues to exist. <br />6.4.2.1 Performance Monitoring of the Alluvial Groundwater <br />Phase 1 monitoring would consist of continued groundwater monitoring in the same part of the <br />alluvium that now is monitored by M-11R and the continued surface water monitoring of the <br />various monitoring stations along the Rito Seco. This allows continuity between the existing and <br />the proposed monitoring programs. <br />An groundwater "performance-monitoring zone" would be established extending east of SF-5 to <br />west of MW-25. This monitoring zone would use monitoring wells BF-l, BF-2, MW-18, MW- <br />19, MW-20, MW-21, MW-22, MW-23, MW-24, M-i1R, MW-31, MW-25, MW-26, SF-1, and <br />Bathe Mountain Res¢urres, Inc. <br />p:V00267Ireporsslmarchrplllr?6w¢rmnglm¢rch.dac 72.
