Gorham and Holbrook: <br />Attached, please find the required number of copies of the above <br />referenced permit revision application. The application, once <br />approved, will allow Twentymile Coal Company (TCC) to expand its <br />current mining operation into the southwest mining district. <br />Additionally, this permit revision is used as an opportunity to <br />"square up" the existing permit area. <br />The southwest mining district mine plan area is the subject of a <br />current lease application. This application was submitted to the <br />Bureau of Land Management on January 27, 1992, and it is <br />anticipated the lease will be issued by the end of 1992 or early <br />1993. TCC understands that the lease has to be issued prior to TCC <br />mining coal from this area. Given the tight schedule associated <br />with entering the area and the issuing of the lease, it is <br />requested that the application be reviewed and conditionally <br />approved, with final approval tied to issuance of the lease. <br />The coal within this lease tract underlies Routt County Road 27, <br />and TCC plans to undermine and subside the road. The Routt County <br />Engineer office has been contacted to obtain their input into a <br />road monitoring plan that will be required to address public safety <br />while the road is being undermined. Likewise, TCC has discussed <br />the undermining and subsequent subsidence of the road with the BLM <br />and the Colorado Mined Land Reclamation Division in order to <br />coordinate the scheduling of the public hearing which must be held <br />to allow lease issuance and permit approval. It is anticipated <br />this meeting will be held during the summer. <br />
